The name is Carmela Doneza, which you might have found out yourself, had you bothered skimming the results of the link I posted. I believe Shiei herself also mentioned it on the forum once.

Seven Seas was involved in the process of picking Shiei, yes. But Shiei was already a fan of the original Aoi House that I did with Jim and had done some fan art. When Jim couldn't continue, Shiei came in as the artist and the rest is history.
