Chloe has, for a very long time now, made it perfectly clear that she wants Teddy.
Ollie was referring to the ones who
couldn't give proper consent, like
Daisy and her friends and all
those jocks he's been getting it on with, despite knowing they're under some sort of supernatural influence. So I guess it seems hypocritical (to Ollie) that Teddy suddenly cares whether someone actually consents, as opposed to just getting his rocks off again.
Important question: Did Teddi ever become aware that it was her causing that?* She's aware the bullies were under some sort of mental influence, but explicitly thought it was from some other source in the first strip linked. And as for the jocks, did she ever get any indication that they were being led about by anything but their own dicks?
Not that this is completely unproblematic in either case, but especially the former. Teddi at least initially seems to go along with have sex with the bullies under a belief/hope that it would resolve whatever influence they were under, as her understanding placed them in a position where neither the bullies nor her could really consent since from her perspective and knowledge the effect was compelling the bullies to pursue her romantically and not really take no for a permanent answer, any more than he was allowed to decline the soul pact at the beginning of the comic. So she bit the bullet, gave what consent she could, and hoped for the best.
That would be fine(ish) if Teddi didn't repeat it again and again and again with each of the bullies as though expecting a different reaction. Or seem to completely forget that she was very angry with whoever was causing the lust effect and just roll with it. Or pull all of them along for the sixsome.
With the jocks at least, if Teddi is unaware of her pheromones then she has no reason to believe she's not getting extremely enthusiastic consent, but we as readers can be aware that they're unable to say no, just like the bullies--it's just supposed to be funny because this took a hard turn down sex comedy during that arc and with Teddi being incapable of becoming pregnant her repeated encounters are intended to be taken as harmless.

Dangerously Chloe tries to play a lot off as wacky hijinks and have its drama too, but there's an alchemy there that's very hard to get right--Hameln the Violinist is maybe the only work that managed to nail it--and DC struggles with it. Scenes work in isolation, but as a whole it's a bit of a mess, and if you take a second to deconstruct it a non-negligible amount of the humor falls apart explosively.
*"Yes, She did totally did learn about her pheromones here: [link]." is a completely acceptable answer. I took about a year off the comic a while back out of frustration and it's possible I've either forgotten something or skimmed past it.
