Effect is likely exaggerated by it being a new sensory organ too. As if you suddenly got the ability to taste things through your hands as well as your tongue/mouth. A bit of sensory overload until the body adjusts.
I like how, along with the dark undertones exaggerated to absurdity, sex in DC is something approached with some humor a well. Too many comics (and films and games), even ones geared towards comedy, treats sex like some super serious subject that must not be joked about or refrain from showing it entirely.

I'd argue it's not the same. Boys touching their boobs the first thing they do when turned into a girl is an old cliché, but they also know what boobs are and how they work (and sometimes, how they feel). My wife used to work counselling convicted paedophiles and shared quite a lot of horrible stories. Trust me an awful lot of paedophiles would find the idea of a girl as old as Abby bringing herself to climax very arousing indeed.
Intent and context matters.
With this strip, at least in my mind, not being drawn to titillate, it is not sexualized and any such experience is therefore the product of the viewer.
You can dislike it and say so, but not argue that it shouldn't be drawn because some people may find it arousing. Way too close to thought crimes for my comfort. As well as reinforcing the idea that sexual discovery/awakening in underage people is bad and wrong. What a nice message to send.

Ok, that got very tangential to the strip, but it's something that relates to a topic I've seen mishandled so many times by adults being either too repressed, too ignorant or too cowardly to handle up front and matter-of-factley.
