In the real world, there's no such thing as a straight woman. Not merely rare, not at all, within studies' error margin. There's a minority of pure lesbians, but no women that react positively to images of attractive men but not to those of attractive women, in a stark contrast with male sexuality.
This is true preference only (arousal measured as genital blood flow) — upbringing, religion, etc may still make a woman refrain from admitting such attraction, and repress it completely.
Thus, in a setting where there's no punishment for such relations, such a ship is never sunk as long as the individuals in question don't hate each other for unrelated reasons. Layla and Brooke have a history of messing around, and no hostility, thus something can start at any moment.
And there's no time limit. For example, on a high school reunion, with a classmate I 24-20 years ago considered merely ok, I felt sudden attraction to. I didn't pursue this, but the opportunity was there. On the other hand, most men feel a revulsion to the very idea of having sexual relations with another man, so genders are not identical here.
