If I recall correctly, Alchemy must cut the connection between the body and the soul to finish the reap. Given that the syringe is still in Amber's arm, she probably got a hot shot or some of the much more powerful synthetic drugs. Teddi does have time to save Amber but she will need to get help.
Also, I believe that the way Alchemy knows to be present for a death is that he/she has a meter that reads the percentage chances of a person dying. He/she is always lurking around the DeCarlo household because Chloe's mere presence there has Teddy registering in the danger zone every moment of the day.
