It doesn't matter who has the key. The point is, Chloe is no longer enslaved by the collar and can act to protect Teddy instead of being made to obey Torrid's orders.

Got to admit, I didn't expect the reversal there.

I wonder, though, how do the collars determine who is in 'control'? Is it the key bearer, or the one who placed the collar? Torrid might have just found herself under the command of her 'snack' there.
