I could see/hear someone with a sarcastic sense of humor dropping the PMH line. I'd say due to the construction, it's more likely to be a joke than "as long as he's not a perv" would have been. Pretty well everything we've seen from her since has involved her relationship with Amber. Which is, clearly, an issue. But that's why I wonder if the "pervy hands" line comes from there (which would make it arguably somewhat understandable given Amber's past career), or whether it indicates her general attitude to men.

And that's why I think her stand-offishness is a veneer, and not her nature. She has a reason to act the way she does, whether it's self-defense or a way she thinks she'll garner esteem (doesn't she have second-best issues after all?), but underneath that, she's probably quite different. Maybe insecure, maybe somewhat shy, maybe quite sweet. Yeah, thinking Ruby might be homophobic is a bit of a leap. I'd be more inclined to think she's just stuck up and possibly a bit misandrist. But as Spidrift pointed out, her attitude so far could just good old-fashioned sibling rivalry with a touch of her feeling like the Unfavorite, so we need to see more of Ruby to make any final judgments. She could yet fall hard for Dillon or Gary, or hate both on sight, we'll just have to wait and see (personally, I'd be quite amused if she was not at all attracted to Gary, and instead fell hopelessly head over heels for Dillon).
