In that earlier transformation Brooke's shoes, socks, and panties disappeared when she transformed, and the shoes and socks magically came back when she changed back. Her panties didn't, and no explanation was given except for Brooke's "They must have mysteriously fallen off." I can come up with at least two completely unrelated reasons why the magic might work that way, but really, it's a magical transformation and if that's how it works then that's how it works. (Also, a werewolf transformation and a melusine transformation don't need to follow the same rules, except in a very general sense. So, if Brooke's pants reappear, intact, will Ace's shirt do the same? Probably, but not necessarily.)
