It really depends on the teenage girl, and, more especially, her upbringing.
Generally (in my experience, at least), teenage girls think about romance all the time, the way that teenage boys generally think about sex all the time. In the classic song from Grease, the girls dreamily ask the heroine, "Was it love at first sight?" while the boys ask the male protagonist,"Did she put up a fight?" regarding whether or not she resisted his sexual advances. (Okay, come to think of it, that's a rather gross song in some respects, but I think it shows my point.)
There's an old saying that goes, "Guys have a relationship for the sex, girls have sex for the relationship," and that's relevant here in that girls tend to look for the relationship first and foremost, with the bump-and-grind being a secondary concern. (Again, I'm talking generally, and there are, of course, definite exceptions ... such as a girl who's first name starts with a "Z" and ends with an "ii" ... ;) ).
Sooo ... a girl asking whether a girl-girl kiss was soft and tender and desirable could likely be thinking beyond the idea of lesbian sex and more into simply, "Was it romantic and nicely memorable?"
At least, that's my take on it.

While I'm not a teenaged girl, so my authority is limited to the time I spent around them as a teenaged boy, speculation on what kissing felt like in various situation is something that is done regardless of sexual orientation. At least it was amongst my high school girlfriend and her friends, though one of her lot was a lesbian, so discussion of what kissing girls is like had a bit more of a catalyst.
A bit off topic, but this reminded me of something.
Sometimes a cigar is just a cigar. Recently, I played through the single player content of the new World of Warcraft expansion and there is a point where, with the aid of a female orc Mary Sue assassin named Garona, you rescue a good guy dragon from the clutches of some bad guys and the bad guy dragons. Said dragon, who is female, flies off and starts slaughtering amongst the bad guys, when you get back to Garona she makes a comment to the effect of "Look at her go! Isn't she beautiful?" It occured to me when I read through the text that if that had been an episode in a webcomic, there would be rampant speculation on the comics forum insisting that Garona was in fact a lesbian and use the fact that she called the female dragon in question beautiful as evidence, rather than the obvious interpretation that Garona's comment is similar to someone calling a horse or a dog beautiful. After all, you can't slash Garona/Red Dragon very easily if she was merely being bloodthirsty, right?

If you are not going to buy my theory that Artemis Academy is a school for male, magical cats how about this; a school for magical Amazons. It would be sort of a cross between an all female Hogwarts and boot camp. It fits with the name of the strip, the name of the school, and the prophecy and laughter by you know who.
Still I doubt Giz and Dave would want to base a comic around a military style environment.
