I don't think he ever spoke english, so probably not. It's not uncommon in France. Unfortunately we don't really priorities foreign languages in our education system.

I read somewhere that 89% of EU primary/secondary students, including the UK (...technically still...) and Ireland, took English as a second language.

If her life falls apart in France, Sandra can always move back to Montreal with her old friends who will accept her with open arms. She can probably even get her old job back as a waitress.

Well from what I remember, in France, we have to take English by default as the foreign language we have to learn, and then we can choose a second one (I took Spanish, most students take that or Dutch). Might have changed since I graduated.
But the bar to pass is pretty low. In every jobs I had, people always came to me whenever they had something to read/write/say in English because, despite often having the same degrees I have or more, they weren't fluent in the language.

I honestly can't say Sandra doesn't deserve this... :-/
