Prior to this subplot, all I knew going in about these two is that one is a rich girl and the other is Sandra's Sitcom Arch-Nemesis (and while we're at it, an Unknown Rival) and really wanted to get with her cousin Pierre. I wasn't aware they were the types who gladly indulged in manipulation and blackmail, or that they apparently have so little empathy for their marks that making a guy question his sexuality is no big deal to them. Those are pretty big leaps and bounds from amusing with an OTT hatred and obsession with Sandra that's like the opposite of Alex's interest. Maybe they did more villainous things in the run-up to this subplot, I don't remember. I'm far more familiar with the villainous schemes of Eva who, by contrast, was never built up as anything but Zoey's rival before being revealed as a sinister schemer so when she stooped to dog-kicking that poor waitress it seemed like a logical progression.
This is pretty early on with Eloise, but we have shown that Eloise is manipulative that she would sleep around to get ahead in her career:

And there was also hints that Eloise's relationship with Nadine is a manipulation tactic for Eloise wanting to get ahead in her career:

We have also established that Nadine is very playful in a naughty way just so she can mess with people... or sleep with a student body (she purposely made Eloise's cover into a man to mess with her)
I don't see how we've never really shown them to be "bad people" before... pretty sure it was solidly establised in past stories. Pretty logical progression to me. It's not the strip's fault if you forgot the past stories and are now getting upset with what you think shouldn't be happening.

Nadine seemed morally ambiguous until lately. Sure she seemed like a spoiled brat living off of her father's money, but I felt bad for her since Eloise seemed to be using her. However, she's gradually shown herself to be more manipulative than she appears.
I don't consider any of that a rewrite just progression .

Bad girl or not, I do admire her cunning, she seems to much more of it than her partner.

Exactly my point, the progression shouldn't be surprising. But to be fair, what Nadine's doing right now with the so-called Blackmail is just her trying to hold Alex at home so that he doesn't ruin Eloise's plan. Is she really going to blackmail? Maybe, but this is more like she's finding "creative" ways of trying to hold him short of tying him up to a chair.

Eloise showed herself to be quite literally cartoon-evil when she started burning pictures of Sandra and vowing her destruction. It’s low-grade evil, but she’s really not nice people. And Nadine enables her, which is condoning her villainy at best, and has generally presented as totally amoral. It’s all just for shit and giggles with her, which technically makes her borderline psychopathic — though actually, she’s more childish. Her attempts to cool Eloise’s anger, blindness to the fact that she’s being used herself, and (in this strip) desire for Eloise’s approval, are her one humanising feature.
And as Eisu says, this stuff has all been upfront from the first. These two are the villains in a sex comedy plot, so they’re sexy and funny, but also bad. A bit of very low-grade blackmail is par for this course.

By the way, how much older are Eloise and Nadine than Alex? Since it was stated they had graduated high school already, but seem to be able to successfully pass as high school students.
