It has nothing to do with dehydration, or her eyesight. Her eyes aren't even open.

She simply glomped the the nearest one and is too busy blubbering to see who it is. It's a common anime gag (especially in series such as 'School Rumble' and 'Ranma½').

After Lavali hallucinated seeing the Goddess of Clothing due to dehydration and sleep deprivation, mistaking Zoe for Sandra isn't all that much of a stretch.
