Actually, I'm going to guess that it means - or would only be triggered by - stuff like actually having sex in front of kids. Plus, I suppose it gives a cop something to quote when stopping a couple from getting a bit too hot and heavy on one of those topless beaches.

(Fun fact: until a few years ago, one of the main laws used against pornography vendors in the UK was one that was originally enacted to stop veterans of the Napoleonic wars from exhibiting their war wounds to obtain sympathy while begging on the streets.)

Try getting a 25-year-old woman arrested for drunkenly stumbling into the wrong bedroom and accidentally giving a 17-year-old boy the thrill of his young life, and the most likely charge you'll see is probably Wasting Police Time. Especially when the chance of the guy in question raising a peep of complaint is somewhere around -273 degrees centigrade.

french law is in "general public places" (downtown restaurant, in front of city hall) and not designated area (semi nude beaches, nudist camp)
in the news, some protesters were arrested for indecent exposure for going top nude(breast showing) when a politician was arriving at a building(I think a hotel or a convention place)

I don't think that Lavali is quite that pissed off with Sandra yet. And Marie would be split between her worship of Sandra and her thing for Alex, so she'd blame Alex. And Sandra is the one who's naked, so she can't charge Alex with the form of "assault" under discussion here.
