No, Angel/Angie is genderfluid...
Right now, Angel is presenting as male, so the boobs need to be supressed. Biologically/genetically, Angie is female, yes.

I doubt that it's common, but, well, we're talking about Ruby here. She's coming down off a truly epic repression jag.
Edit: I honour of the fact that we're talking about Ruby, I went off and stimulated Google in the hopes of a satisfactory outpouring. I haven't found confirmed figures yet, but one article claimed that, according to the 2009 US National Survey of Sexual Health and Behavior, 15.4 percent of women aged 25 to 29 say they have never masturbated in their lifetime.
(Of course, those 15.4 percent are probably mostly women with low sex drives, whereas Ruby clearly has a perfectly adequate libido. Still, don't forget the leg selfie. The girl has issues.)
