Well, this partly answers one question: there's a definite time difference if Katie/Suki/Leonard have only been time jumping for approx. 48 hrs (for them), while back in Bakertown, it's been 10 years since they've gone.

So if that much time has passed for JC and Charlotte and Steph had already been missing for 4-5 of their months before Katie and co. disappeared... how much time has passed for STEPH??

I don't think there's any kind of synchronization at all. I'm pretty sure Leonard, Katie, and Steph are in one time - whenever that is (probably after their encounter with Lorna and the destruction of Lita World) - and Char here is in one completely unconnected, just when she happened to decide was the best time to take the plunge. Steph got here the old-fashioned way, her moth DNA keeping her young, and Char's about to take a one-way trip.
