altho, as I am INCREDIBLY hung over, all I can think of right now is "The Witches Of Chiswick" by Robert Rankin
Set in the future, a man gets a job for a government department, and stumbles across a room full of paintings. Upon inspection of an old Victorian painting, he notices one of the people in the painting is wearing a digital wristwatch, and realises he is in the Department Of Corrections. Here, he finds the government covering up a past where technology was invented and more advanced than we have nowadays, with wireless electricity beamed from Tesla Towers in large sprawling cities.
He finds himself a time machine (again by chance) and travels back to this world of Victorian Wonder, only to be chased by one of the Witches' henchmen, similar to a Terminator....

As for "true blue steampunk"? actually LoEG fits very well, the genre sprang from 'scientific romance' novels like 'journey to the center of the earth'. the genre was redubbed in the last decade as it started making a comeback within alternative sections of society as of late.
I would say more but did not have time to stay for the whole lesson that day.
