I gather that Felix is a friend Gary made from work or perhaps a never before mentioned childhood friend?
The theory about Zadie being a man in drag was a non-starter, yet again I'm thinking Felix could be a woman in drag - just from the way their hair frames their face and their beard looks fake. I guess the beard isn't clear because they are in the background, but I'm still hoping for something to make him interesting, other than having a grunge look, well-after the '90's.
The way Zadie is clinging to Ramona's arm seems to suggest that maybe her subconscious is trying to grab onto an anchor of sorts, one to help stop her from further impulsive actions. At the diner, Zadie just had Aaron, who is weak-willed and stupid, but with Ramona, someone rather intelligent and more or less no nonsense, could be a real assistance in preventing needless drama.
(Or the arm grab could simply be a reaction to getting weak knees because Felix is so hot??? - lots of question marks because he looks rather unlike her prior boyfriend. Maybe Zadie is just thirsty for any masculine male, regardless of clean cut or not?)

Not that I know of, either. He is only tagged in this latest strip and no other. Perhaps he has been somewhere in a background group before, otherwise his dialogue is just to give him a retroactive connection to one of the previous main characters.

Nope.
Probably work, or some other place that comics artists might hang out together. Evening classes, conventions, whatever. It hardly matters. (And assuming that the little we were once told about Gary's childhood is still functional canon, I doubt that we'll be seeing many of his childhood friends in the comics.)
Anyhow -- it would appear that Zadie's very slightly goth look may be a small hint that she has tastes in that direction. I'm vaguely curious how many straight female or gay male readers will share her reaction to Felix. He has the usual smoothly symmetric and pleasant features of most Giz characters, but honestly, that lank-haired black metal look just looks adolescent to me. But I'm old, cranky, and Kinsey-zero male.
And whose scripts is he likely to be fitted to draw? I somehow imagine him having a folio full of Crow/Warhammer-ripoff gloom-and-gore nonsense. Can he really draw yaoi for Ramona or four-colour supers for Aaron?

Well would you look at that. She actually did her best to communicate the truth of the matter. Good, good. Hopefully that won't become inconsistent due to overuse of jokes or anything.
