Maybe, but that needs an awful lot of special pleading. And Gary acknowledged after the event that he had kissed DiDi; he just got depressed because he thought that he'd made a pig's ear of it.

Yuki has not said that she loves him in person, even in Japanese, but she did presumably send a text that she does.
Gary's mom, however, did not say that she loves him during their phone call.

I think we can assume that this has to be “I love you” in the specific, romantic tone. I wouldn’t assume that his mother had never said the words, but that’s not what he’s talking about here.
(And Yuki seemed more focused on complimenting his lingual dexterity than saying she loved him in that strip.)
EDIT: Apparently, Yuki did text “I love you” to Gary in that strip. But it was in Japanese, so it’s possible that Gary never found out what the words meant.
