She is considerate as well, she saw that Gary was being used for the SGR so much his jaw was compromised, and Eulice made it worse, what did Tracy do? she charmed Eulice and gave her a makeover in order to get Gary out of trouble, and she cured his lockjaw in a really fun way. Then and only then she borrowed the Framemeister. Tracy's certainly not mean, and she can evidently be fun to be around. She's just... I'll bet she's someone's kid sister. She's quite prone to resorting to minor acts of physical violence (because older siblings can't hit back and have to laugh that stuff off), she has a massive sense of entitlement in minor matters (spoilt youngest child syndrome), and she's happy to play on her cuteness (which in her case, to her good fortune, has matured into adult beauty).

With pretty much anybody else, I would agree, but attracting beautiful women didn't seem to change him much. He didn't grow more confident, things just kept falling into his laps (or on his head) without much input on his part. This is just the behavioral consequence of a long history of punishment. After being hurt many times, he's showing signs of reaction. It had to happen eventually.
I agree that it had to happen at some point, but if the writers really wanted to explore his character, they would have done so a long time ago. With end of the comic coming, he simply outlived his usefulness as a plot device, so they can throw him a bone.
That being said, him saying "no" could also simply be the authors' way of hitting the "abort" button on this whole arc, then go back to the old status quo. Or maybe we've seen the grand total of final-episode-character-growth.

We haven't seen Gary go through a second birthday and we know a few years of comics only equaled two months of comic time.
One year, could see some growth, but it would also see staying back as one still only really knows the last almost 30 years of suck

Honestly, I don’t think time in this comic is terribly well determined. I assume that Montreal winters are pretty damn wintery, but we’ve never seen any sign of snow on the ground, or characters wrapping up to go out. (Shame really. A well-cut greatcoat and pillbox hat is one get-up that would actually make DiDi look sexy rather than plastic.) We’ve never had a Christmas story set in the timeline present. Anyone’s best attempts to track time probably said 2-4 months had gone by since the first strip. And yet, going by Gary’s birthday, something approaching a year appears to have passed. I reckon that the date, like so much else, just adjusts to fit plot/joke convenience.
