Anyrate, its been studied and conjectured over and over (the male tendency to sexualize breasts) While many will just tell you they're fun to play with. And some psychologists will state that the tendency to suckle a partner's breasts (and subsequently nipples) turn back to many males mother's breast feeding them when they were babies. But frankly, IMO, the reason is really rather different per guy. Though true, each reason could be quantified into broad generalized categories.

Haha, actually, most of my perviness is just exaggerated for laughs. While I do very much appreciate the female form (and honestly: who wouldn't?), I'm actually a bit of a prude in real life. Not that I'm not above my fair bit of ogling or appreciation of fanservice, but sexuality really isn't a huge drive of mine. And now that your perceptions of me have been completely shattered...

As for the breast thing, I think a big part of it is that it's socially required to keep them covered, thus making them more appealing.
