Probably not. Ballad of a Shinigami is essentially an anthology of stories that ran for 12 volumes, whereas Strawberry Panic is a self-contained 3-novel story that lent itself extremely well to the omnibus format. It also didn't hurt that the Strawberry Panic manga has been a consistent seller and fan support for the novels has never wained.
