Why do I get the feeling Pulver's is either possessed by a horrible hairstylist or wants to be a hairstylist?

What was the name of that one guy who was popular in the mid 80's? The one who would yank on thier hair asking 'that doesn't hurt, does it?' and wore the cowboy hat?
