Maybe the halo can absorb the excess energy from the ascendance? And it needs the scythe as a conduit?

Sounds plausible since the halo seems to be pocket dimension where excess energy could flow into.

question: Why hasn't Mel shown up yet? Unless I'm mistaken, DC is set in Thornhill, so the wand should've sensed the impending disaster and whisked her to the scene to stop it (just as it did for Brooke and it was able to sense Jacqui all the way in the Bermuda Triangle). So what's the holdup?

My theory: Charity said Teddi's ascension would kill everyone in a wide radius "when her divine being breaks out of its mortal shell". She's making an emergency breach, allowing the energy to funnel out and relieve the pressure, allowing for a more controlled ascension.

But, Alchemy's scythe was designed to work on humans. We don't know if it will work on humans in the middle of transitioning to divine beings. It's interesting that the blade seems to have cut through the halo, perhaps demonstrating which of the two is either stronger or dominant in the combined weapon. Either that or you can't stab someone in the head with a circle.
Also, in the prior strips, it appeared Teddi was developing a third eye in the middle of her forehead. This is the spot where the blade struck. A direct attack on her Godhood? Who knows for certain at this point?

Teddy's ascension still poses an imminent threat on, what we're being told, is a reasonably large scale. If the wand summoned Mel to break up a fight, I can't see how it could ignore something of this magnitude. But then, that raises the question why the the angels didn't appear during the invasion of Montreal. How do the wand and the angels determine which of them responds to what crisis?

Maybe they have clearly delineated territories?
The situation with the Hellrune coven and the invasion of Montreal had to do with Hecate and witches, which might make it a matter for forces connected to the Grecian pantheon.
Angels and demons are currently associated more with Judaeo-Christian cosmology.

More likely it's that the creators don't have a consistent universe but bring in characters as and when they're needed.
We have seen Mel and Jacqui but none of the other people from Chloe's old life. No mother and no Nina both of whom you'd think Chloe might want to at least give a phone call.
But that would detract from the DC world in the same way as Mel turning up as a deus ex machina could.

That's prettty much what I'm thinking, but I was asking what the in-universe explanation might be.

Or any one of a hundred reasons that any of us feel are reasonable because I'm 99.9% certain that the creators aren't going to give us an official one.

honest answer: We don't know.
The closest instance I can recall is when the wand whisked Mel from AA to the Bermuda Triangle and back again, in what seemed to be a matter of seconds. According to Mel, she was knocked out of her physical body at the time, and she was able to project an image of herself that the student council could see. So if the wand allows her to do that, that'd be pretty dang close to teleportation in my book.
