1. Since time works differently in Hell she was able to age.
2. Succubi age quickly in general, so technically, Chloe is considered a young adult.

Even if Abby had the shape shifting abilities that Chloe has - Abby IS NOT a succubus; she's human. Having the temporary ability to shape shift wouldn't change the fact that Abby is still an 11-12 year old girl.
