It's usually bullies or teachers turning a blind eye justifying themselves when caught, but sometimes people have a form of Stockholm Syndrome or just don't want to admit that they're the butt monkey of their group.

and there is a difference between not reacting and allowing them to say anything and they "seeing it hurts" and not putting attention to what they say, and taking what they say as nothing. If you take what they say as nothing, they will stop doing it and either stop completely or go to someone else.

bullying is about the "victim's reaction"

and as the article I give a link to, many times the one constantly bullied might be the most dangerous ( to themselves or to others )
