Since she has full control over her form, freckles are probably just additional creative flourishes for her, little ways to express her own taste while having to endure the megaboob trend.
But she's had freckles since well before she became able to freely control her form, most succubi seem to stay in their natural appearance save for when they have reason to change their looks.
Also Teddi has the same freckles, as Chloe explained, her blood gives shapeshifting powers but defaults to the original form with humans who don't have control of those powers...
Indeed, and its not like she is seething in hatred or something, its just a blunt statement of fact to her. I take her expression to be more for comedy than any deep issues she has regarding men liking large breasts, she certainly has been happy to utilize her assets in the past.

I know Chloe's in this state but she's really been kind of dull lately. Her personality seems to have taken a complete backdoor to her condition. I get not being happy with her current events and her body making her feel terrible but I wish she'd do something to at least attempt to make her situation better or be constructive in any way. Watching her just mope around is kinda boring.

But that would theoretically prove in her mind that boys are shallow, which again is what she meant. She thinks men in general are shallow.
After all, look how easily she and other succubi were able to make guts dump their girlfriends. I don't think Succubi have a high opinion of men.
Abby's on a cusp of puberty, probably around 14 or so. Teenagers are seldom the most rational beings on the planet, and they often look up to older peers / peers who experienced puberty early, wondering when it will happen to them - especially as it's the time they first dating properly.
In Abby's situation, don't forget she's been living with two succubi for the past few weeks / months (anyone got a ballpark estimate of roughly how much time has passed in-universe?), one of whom is considerably more experienced in flirting and manipulation than the other (especially with forbidden lust, plus of course practical jokes and hijinks in general) - compounded by her older brother undergoing an almost instantaneous female puberty twice. She's also met a reaper and numerous angels.
As mentioned above, the entire storyline to date has only run for a few weeks / months in-universe, and bratty annoying younger siblings don't suddenly grow out of their behaviour over the course of a few weeks / months.

Remember in EC when Nina got Laura's boobs and height? or when Blair turned her into a hot blonde bimbo? I don't think it was gross, and if Abby pulls this off she's not going to look like a 14-year old girl, she's going to look like Chloe (if she goes full dose) or like Chloe with some Abby features (if she goes half-dose)...
Now, i get that as a guy, i sorta feel awkward looking at the the EC verse girls as hot or sexy since they're teenagers, but at the end it's just a comic, i mean, Betty and Veronica are still in Riverdale High and people find them hot...
