No it's one of Prudence's shrink bombs. Pandora shrank, but her clothes, what there was of it, stayed the same size. I seriously doubt nudity would slow down Pandora anyway, but being the size of a bat makes it difficult to do much.

I hope Prudence perfected the bomb otherwise she's still proportionately the same size as Pandora and naked too.
