My theory is that this place that we're seeing is a form of 'lower Heaven', in the sense the what we see of Hell in these comics isn't really the deepest, darkest depths of the Abyss, but more a lighter and softer area where the newer 'younger' generation makes their home. Heavy hitters like Michael, Gabriel, Beelzebub and Lucifer would probably be like legends to these guys, heard of, but never seen. So while the Almighty and His elder court over see the rest of the universe and the battle against evil, the little guys are left to run around, since they don't really do much one way or another
