Just because the legal age of consent in Canada is sixteen doesn't mean that characters need to be depicted in a sexual manner.

Maybe I'm just an old fuddy duddy; but, I honestly don't get the appeal of sexifying barely legal teens.

We've seen Brooke and girl-Ace in the shower back when they were 14 (not to mention the scene Maria walked in on, later). Tiff has gotten naked at least twice, and we saw Tandy after she got out of the shower. And no one made a peep any of those times.

Yet Mel shows up in a nightie, where all we see is a bit of leg and some cleavage, and suddenly it's a problem? At least she's wearing something.
