Perhaps that is Tracy applying her investigative skills albeit in a way that sounds typically "mean girl." It doesn't matter that she is whiter because its a line of questioning used to get information.

Looks like Dusky found the siren, but like most of the cryptids of Eerie Cuties she may not be intentionally deadly. If people are so infatuated with them they swim out to sea to be with them that is hardly their fault.

That would still make them the cause of all the drownings, even if it's unintentionally.

Assuming brasca's right - it wouldn't be the siren's fault if the drowning victims saw her and became so lovestruck, that they each followed her to their own deaths. Saying she's responsible (in that case) would essentially be blaming her for existing.
