Not really, most of the "evil" Chloe has done has been accidental. She's overall done a lot of good too. As she put it, its just that most of her powers have evil applications.

Succubi seem to be more forces of selfishness than simply evil. There's a reason they have to go to a military-style school to get them to focus enough to contribute to Hell's causes.

I don't believe the mark is always visible, it seems to 'flare' at certain times. As to what is going on, I think we have a classic example of "Hell hath no fury like a woman scorned." Chloe had a jealous flash earlier, and now it seems she is on the verge of eruption. If the strip was in color, the flames in her eyes would probably be green.
