so as soon as Chloe brings key so Ted would touch it

slave 1 is slave of Ted, and slave 2 is still slave of slave 1 (as Torrid using the key was told by slash to put the collar on and lock it on them)

since Ted would have key, he can choose to free Lucretia, or open it and lock it again to be her master
