I suppose it is as good a conclusion as any others since another succubus shape shifting into her image to seduce Teddy and then wrapping themselves up in thorny vines seems more far fetched by comparison.

I figured it was a visual example of the "overload, cannot compute" artificial intelligence reaction often seen in fiction. The control collar wasn't sure how to react to the situation and just gave up.

On another note, I find it hilarious Chloe seems unwilling to consider that the Chloe in front of her is not actually herself.
