I thought that too but that means everybody in the lineup is out of uniform, so it doesnt seem like the right answer. I'll go with the generic 'sexy outfit' mentioned earlier in another comment, but this feels pretty unfair to Lucretia. Why pick on just her for that when Chloe is now out of uniform as well (Ilsa said cadet, not cadets)?

we have to take it that in this case the Sarge took it that Chloe CAME in uniform but Lucretia not only came completely out of uniform, but she somehow tore Chloe's uniform

the writer goofed up and should have put "why did you made yourself and Cadet Love out of uniform?"
