Why am I saying that? Three points:
1) Chloe was clearly "full" after her sub-coital encounter with the quarterback in #48, so it is unlikely to be a simple lack of energy.
2) Sgt Slash-Stab demanded to know "Cadet Love! Why have you returned without a soul?!" in #21. In the natural scheme of things - or even with lethal sub-coital feeding on her part, as with the events of the last chapter, she doesn't take the soul down personally. It either goes automatically, or a Reaper like Alchemy comes along to finish them off if they're still tethered. That implies, at least, that if Chloe had f██ked Teddy to death in "five minutes" (#35) as she was "meant" to, she would at least have been holding his soul in her womb (area) for personal delivery.
3) Back in EC's "Dark Chloe Saga", Mad-Chloe-in-Doompanties was going to "simply absorb all your souls, and we'll live as one glorious entity" (EC #312), which means she could do it.
But if the point of this was Chloe somehow gaining Teddy's soul and making it into her own then why talk about Teddy getting stuck in Hell if he technically won't exist as himself anymore?
Given succubi are born and can die in this setting I see no reason to think they aren't born with a soul. We've seen no indications they are any different from other beings in this regard.
Further it would seem the sex rather than consuming/destroying the soul is the important part given SlashStab seemed to think Teddy's soul would still be around after the sex (though perhaps inside Chloe for the time being).
Oh, I'm not taking this too seriously, and neither should you - like I said, epileptic tree stuff.
And Chloe's pretty unclear on a lot of concepts here. I could buy that she wouldn't know what's really the object of the game.
[Unless this is a really short chapter like MC Ch 6 or 10 to introduce but not resolve the problem, I don't see where this could be going anyway...]

They weren't exactly exclusive to start with! (Although we don't know the timeframes here anyway - might be either before the volcanoing. I'd be surprised if it came up anyway - since the time-travel arc, they've stayed well away from EC/MC stuff here).
