Why would Naomi care to pick up a random doll thrown on a random street? I mean, she doesn't know it's a voodoo doll (she probably doesn't even know that voodoo actually works in her world), she also doesn't (yet) know Chloe, so the doll means absolutely anything to her (it's not like it's a Teddy voodoo doll).
IF someone finds it (and it's not just a discarded plot point), that must be Pandora (who was last seen next to it, probably knows that voodoo works, and could possibly identify the doll as depicting Chloe).
