That's what I'd like to know, but if I had to guess I would think it's the latter. Pandora doesn't go out of her way to torment Chloe, but is still amused if it happens and not overly concerned if she gets in trouble. As such she's probably the head of her class as far as succubi go while Chloe and Lucretia struggle.

Really, there are many things in 'Dora's behaviour which make me cringe as I don't find them funny at all. I'd say her kind of comedic sociopathy is what would make incredibly angry IRL.

She's also really nice, light hearted and helpful. Of course, half of the time people need her help in the first place because she messed with them - but hey, it's not like these guys and gals aren't prone to finding "adventures" on their butts anyway.

Is she ? She's "evil" but not in a "comical villainy" way, just in a selfish careless certain-I-can-get-away-with-anything way. I dunno. I find Tia funny. I find Pandora grating on my nerves. Maybe because Tia appears as a villainess and it is ok for her to act this way (and maybe she can't help it being chaos/discord focused), while Pandora does not, and is a succubus, not a mayhem/chaos/discord demon. Pandora gives me the feeling of "with friends like these" in a much more toxic way that Chloe (who wants to do good but is incompetent) or Abby (who is childlike and ditzy). 'Dora has litterally no excuse besides "it's funny" to ease her case. Problem, I don't find her funny but incredibly obnoxious most of the time.

Why being a succubus should somehow clash with her behaviour? There's a lot of variations to love/attraction themes, individual succubi may just be inclined toward one or two. Chloe normally is caring, she also handled popularity when power-drunk, Lucretia shows pointless jealous clinginess, Ilsa's theme is "dominatrix", Adora's "playful flirt"...
Pandora may happen to be "the moocher you just can't bring yourself to shake off because she's really nice and she's just having fun, but will make it fun to you, too" (the latter part she was doing just now) - why not? She's not unlike The Roomie - hanging on every convenient neck at will, being cute about it, having fun, and not meaning anything serious. Remember how neither Clo-Clo nor Zachy-poo are capable of resisting 'Dora?
