Layla is Brooke's.
Brooke is straight as an arrow, but there's just something about Layla that makes her enchanting to Brooke (and, I suspect, vice versa).
It certainly wouldn't be enough to seduce her by itself, but she would find it tempting.
My guess is she'll find it just tempting enough to find it offensive, and evil-Chloe won't see why.

Layla is the 'older girl' to Brooke. For all that she finds annoying or contemptible about Layla, she still is Nina's sister. Layla represents all of the 'more mature' things that Brooke is secretly insecure and wants to know about. Layla's boyfriend is the boy she's secretly having a crush and totally wrapped around Layla's finger. She isn't necessarily in love with or even jealous of Layla so much as in awe or some sort of respect of her.

Also, she's the first person to really show an interest in her in a sexual way. Even if it was more Layla just 'messing around'. And Layla totally licked her thigh.

That's a powerful image for a young person.

That's not exactly true. Remember Chloe and Brooke's first meeting, when Brooke went scarlet red after Chloe kissed Seth inches in front of Brooke's nose? Or the odd time Chloe changed in gym in front of her? I don't know how much Brooke feels for Layla and Chloe emotionally, but she sure seems to feel something physically.
