I notice that Chloe has chosen on of those evil dresses that shows (or at least strongly hints) that there ain't nuttin underneath. The chest window precludes a traditional bra, and the hip windows would show any panties that aren't specially cut.
Which, thinking on it, would hint the Doom Panties aren't present. Then again, they're magic and might be magically concealed. Or they are not on, but still empowering, but can be seized.
