The only reason the skull pin could have to be fascinated is that Layla is in cold water. Other than that, this is Layla's skull pin we're talking about here. It's likely seen it all before, just not in cold water... or other, personal moments... maybe. Though, Layla barely seems to be anywhere without her skull pin so, its likely it was in the moment to, if she ever made use of personal time.

All issues of just what the skull pin has seen aside, the skull pin, to date, has shown the tendency to reflect Layla's general emotional state. So, yeah, its probably concern its expressing in conjunction to Layla's concern about her top being swept off by a rolling tidal wave just crashing through. I doubt that it's even occured to her yet that being a Kade being a cat boy, can/could see her feminine figure in the dark just fine. Otherwise she'd likely be covering her chest while trying to find her top. Either that, or Kade's seen it before and she doesn't mind knowing he can see 'em, and will likely tell him to stop perving long enough to help her look for her top.
